Sendmail config question?

Sendmail seems to be not delivering mail between users on my box unless a
net connection exists. This is a stand-alone box with occasional ppp
connectivity. Apparently sendmail is configured to expect a net
connection. I'd like to reconfigure sendmail to deliver local mail whether
or not a net connection exists.
I'm just starting to wade through the sendmail docs.
Where should I be concentrating?
