Help: I'm stuck getting PPP to work

Thanks to this list, I've been able to recompile the Red Hat 4.0 kernal,
get sound going, and feel like I have some control on this computer. Now
for the _next_ 14 odd projects....
I have been in the HOW-TO, and tried to find man pages (found some), and
so on. I'm still stumped/baffled about getting my ppp link back up and
working (it died in the change - my fault). Assistance will be
appreciated.
Note: my eventual goal (next week?) is to have a diald type ppp link with
my ISP. This sets up a possibility of a private IP network, with
masquarade, with the kid's Mac, and my old PC. Someday.
I attempted to set up the ppp0 device with the netconfig tool under X as
root. While settings have changed, this is a transcription of the latest,
which doesn't work any better than the first or anything inbetween.
The settings are:
Under Names:
HOSTNAME: tfreeman.vnet.net
DOMAIN: vnet.net
SEARCH FOR:
NAME SERVERS: 166.82.1.3
166.82.1.8
Under HOSTS:
127.0.0.0 localhost
166.82.193.183 tfreeman.vent.net
166.82.1.3 char.vnet.net
166.82.1.8 rtp.vnet.net
Under INTERFACES:
lo 127.0.0.1 no yes active
ppp0 166.82.193.183 no NO inactive
Under ROUTING:
DEFAULT GATEWAY: 166.82.193.183
DEFAULT GATEWAY DEVICE: ppp0
Interface Net Address Net Mask Gateway
ppp0 166.86.1.1 255.255.255.0 166.82.193.183
The ppp interface information has my password, the phone number, the login
name and soforth, and it all appears to be correct.
I am able to setup the ppp link with "dip -t", but only root can use the
link, a regular user gets the "host lookup failed" message when something
is requested over the link.
I would really like to get this link working properly, and converted over
to a diald type operation. Hopefully I'm missing something intensely
simple which I put above, and you have already spotted it.
