Yes, I've had the same problem. Only for the console, though (X was fine).
It has nothing to do with joe itself. The termcap file is the culprit.
I had installed the Colgate rpm for termcap-9.12.6-5 but then I replaced
my /etc/termcap with that from

ftp://sunsite.unc.edu/pub/Linux/GCC/termcap-2.0.8.fix and all went OK.

It's a stripped down version (~6K), much smaller than the complete termcap
file.
