question about rpm's

I have rpm version rpm-2.0.11-1 on a i386 machine with kernel 1.2.13. When I
try to upgrade to rpm-2.2.7-1.i386.rpm I get:
only packages with major numbers <= 2 are supported by this version of RPM
error: rpm-2.2.7-1.i386.rpm cannot be installed
How do I upgrade rpm so I can upgrade other packages?
Please show me the error of my ways or point me to the proper documention.
