DNS problem for all but root?

If I do a nslookup with any user other than root, I get message that the 
server cannot be found.  With root all is well.

I haven't had time to mess with this problem yet, but does anyone know 
what I need to do to fix it?  Is it just a permission problem,etc?

obviously I have resolv.conf configured and as root I have no problems,
