	I had the same problem when the distribution was downloaded
without retaining the correct file permissions. You might check the
ownership and permissions of the files in a pristine distribution (such as
redhat's, naturally :)) against the ones you've downloaded. If you have
trouble downloading them with the correct perms, try tarring the directory
when you retrieve it from the server... Once I re-downloaded the dist,
this problem never occurred again, and I've been using the resulting CDs
with no trouble.
