Typically it means you've run out of virtual memory and thus the kernel
was unable to allocate enough memory to load the dynamic load-time linker
to start another process.
You need to either add more RAM/swap (if you really need more) or more
likely you've got a runaway process that is consuming all your resources.
Search for ulimit in the bash man-page for a method of fighting those
problenms.
