I had a similar problem where I could use startx as an unpriviledged user
but not as root.  What's happening is your
clients and window manager are not being started.  In the process of tracing
startx->xinit et.al. I noticed that one script (either startx, xinit,
/usr/X11/xinit/{Xclients,xinitrc}) used
#!/bin/bash and the other #!/bin/sh (which are linked on my 5.1
version).  I changed the one to #!/bin/sh and it has worked everytime since
and I haven't looked back.  Don't ask me why.
Creating my $HOME/.xinitrc also worked if I remember correctly.
