Well if this is truly what you have it won't find it, it is looking
for a directory tree with the name RedHat, note the uppercase
characters. I also suppose that you are probably missing some links
and wrong permissions if you didn't mirror everything correctly.
The tree should look like:
i386
|-- RedHat
| |-- RPMS
| |-- base
| `-- instimage
| |-- lib
| `-- usr
| |-- bin
| `-- etc
