I had the same problem.  Go to the 3com site and download the latest driver.
The file is a self-extracting exe and in there you will find a dos
executable called 3c5x9cfg.exe.  Turn off PnP and install the driver (Win98)
by using the 3Com Etherlink III ISA (3C509/3C509B) in ISA mode driver from
the win98 cd.

In linux...
recompile the kernel to support the 3c509B card.  Everything should work
fine.
