I don't exactly know where you are placing this line of code, but it should
be in the <head>...</head> section of the HTML code. Also, it must be in
each page that is to be generated by the CGI or it will not refresh at the
desired 5 second interval. Otherwise, I am at a loss because the code
appears correct.

I'm trying to use the META Refresh tag for my web page.
It is calling a .pl file which reads a file of the server and display it.
The value of the file changes every 5 secs.
