Hey,

	the default is that everybody is allowed to use cron as they please. 
Also, there are two files in /etc that are of interest.

/etc/cron.allow and /etc/cron.deny

	If /etc/cron.allow exists and the other doesn't, what happens is that 
the only people that are allowed are the ones in cron.allow. If 
/etc/cron.deny exists and the other one doesn't, the only people that 
cannot use cron are the ones in /etc/cron.deny.
