A collegue of mine at work gets ADSL through US west for a cost of
something like $80/month.  He dual boots between linux and a windows
flavour (don't recall which version ... perhaps 98?) and it works
seamlessly with both operating systems.

If there is no install fee, then $100 for a semester is a great price!...
