a) make sure you can ping the machine
b) Network Neighborhood, too put it nicely, SUCKS.  Before you decide that it
is the linux box that is foobar'd, see if you can go to (on the 98 box)
start->run->\\linuxsmbname

If it's working, you'll get a window with /tmp... also, you might want to
make sure that you have an account on the linux machine with the same name as
the one you logged onto windows with, with the same password.. that's the
setup I use, woks for me.  Good Luck!
