I don't think Windows 9x can be installed on a second drive.
It has to be installed in a primary partition on the first
drive.
Since both Windows NT and Linux can be installed on a second drive,
I'd suggest making your NT/Linux drive the second one. The
files NTLDR and NTDETECT.COM will need to be copied to your
Windows 9x partition and you'll need to use bootpart to install
the NT boot sector on the 9x partition.
