/etc/issue and /etc/issue.net are the files you want. /etc/issue is for
local terminals (consoles) and /etc/issue.net is the logon screen for
Telnet.

Before you do this, take a look at /etc/rc.d/rc.local This file copy a
default file to /etc/issue and /etc/issue.net. Remove this first !!!

I believe it is on one of the last lines.
