The problem was a bad assumption on my part.  I had thought that ftpd got
installed by default when I did the RedHat 5.1 install.  Apparently not.
And since the entry was in the inetd.conf file, that reinforced my
assumption.  When I ran the rpm install for wu-ftpd, voila! I had ftpd
running.
