I'm using kmail 0.7.9, and while there are a few (mostly cosmetic) bugs in it
still, the only times I've had trouble connecting to mail servers has been when
those mail servers were down (my ISP uses NT...'nuff said).
You might have better success in getting an answer from the KDE mailing lists.
