No,
this directory is used by sevral processes to write temporaty data.
Though, it is important that every body has write acces to it. So if you
delete the whole thing, at least, set the permissions to:
chmod 1777 /tmp (the one is for the sticky bit, this disalowes people to
delete files that does not belong to them).
