More than 65535 users?? Help!

We've run into a problem on our linux boxes. We have gone over 65535
users and now we're seeing users beyond the limit being mapped to lower
usernames in /etc/passwd. Is there any way to get more users on the
system? We've closed all of the user id gaps. We have tried a 5.1 and
4.2 machine and they both exhibit the same behavior. Is this a pam, glibc
or OS problem? Help - we need to allow new users access to their home
directories, but we have no way of chowning their home directories...
