If you use the dhcpcd client, check the man page. I think I remember a
reference to a "cache" file that keeps the last assigned
IP address. When dhcpcd starts up, it reads that file and requests that IP,
but accepts whatever the server gives it. I don't know if you can edit that
cache file easily, I'll leave that experiment to you.
