how to FORCE setting a password

I am trying to completely automate user creation... I need to create
hundreds of accounts and do NOT want to type in the password for each one.
I need some kind of shell-script-able sequence such as:
useradd <user_name> <home directory> <etc>
password <user_name> <password>
I have been unable to discover how to do this so far after looking through
several reference books. Please e-mail me if you know of a way to force a
password set through some kind of shell script.
Also, is it important to use 'useradd', or can I write to the /etc/passwd
file directly in my script... or do I need to obtain some kind of
system-wide lock on it?
These questions relate to Red Hat Linux v5.1
