Actually, I don't think so. IIRC, as long as you own the directory in which
the file is, you'll always be able to delete it.
I remember a similar case on a SunOS machine, where the SysOp had put the
.plan file in my home directory. Took me a while to find out, but I was able
to delete it - and it was not group writeable and I was most definitely not
in the root group...
