While awaiting Phil's response, there's an informative description of
Qualcomm's CONDOR device at:

It exemplifies and expands some of the features Mr. Merrill covered.
This incarnation of missi is a fairly new NSA site which provides info
on a wide range of security products and complements NSA's Fortezza
site at:
http://www.armadillo.huntsville.al.us/
I mention this because it appears that NSA is becoming more active in
promoting US products on the Web, perhaps in response to charges
that NatSec restrictions are inhibiting global markets. Perhaps there
may be some loosening of cellular encryption restrictions as well to
compete internationally, and on this Phil Karn might say much
that the Qualcomm CONDOR outline, NDA zipped-lip, does not.
