Randy Finder  posted a synopsis from the rec.scouting FAQ:

This is old information on the BSA.  Yes, at one time, the BSA did not
permit women to become Scoutmasters, Webelos Den Leaders, CubMasters, or an
assitant to any of these positions.  That was changed circa 1988 (I remeber
encountering a female scoutmaster my first year at Philmont and thinking that
it was the first one that I had seen/met).  The BSA decided that they
could no longer afford the litigation to defend the policy.  I also remember
that the BSA had not lost any decisions on the policy. (I agreed with the
change in policy).

In this respect, the lack of a program that admits boys, as well as the
policy of a minimum number of female leaders, make it seem like the GSUSA
are more discriminatory than the BSA (asuming that this information is
accurate).
