Perhaps much of the flap about these declarations have to do with
confusion about what "null and void" means. To me, at least, the
declaring a charter "null and void" sounds like a very drastic action.
However, the term is mentioned only once in the copy of the bylaws I
have (pre-1992) and declaring a charter "null and void" is how the
President is supposed to declare a chapter inactive, and is less severe
an action than revoking a chapter's charter, which indeed can only be
done at a National Convention.
(The official impact of a charter revocation, according to the old
bylaws I have, is that no petitioning group will be recognized at that
campus for two years following. Anyone know if there have been any
campuses where a charter was revoked and another chapter eventually
restarted there? Do they get new Greek letters to designate their
charter? I know chapters which go inactive need to go through a
rechartering process but keep the same Greek letters.)
