These are cases where the chapter at the school has gone 'inactive',
i.e. campuses where as far as anyone on staff can tell there is no APO
activity any more.  In general, this happens when no
dues/pledge/initiation fees have been paid to the National Office for
something on the order of two years and the local staff can not locate
any brothers on the campus.  It is not something that is done unless
the Regional Director is convinced that there is *no* APO activity on
the campus.
