Might have been "charter" instead of "chapter". (That just
makes more sense to me anyway.) I didn't know the Board had
the power to nullify charters? I thought only the National
Convention could do that.
I haven't gotten my T&T yet, but according to the National Bylaws
(Article IX Section 6 - just ammended in 1992):
Charters may be suspended for just cause between National Conventions
only after an affirmative vote of two-thirds of the National Board of
Directors.... Charters may be revoked only by two-thirds vote of
registered delegate present and voting at the National Convention...
