When I was at Delta Omega at the University of Houston, we had
requirements of service hours as well as of meeting attendance.  Why?
Because we would find that brothers who would not be active with us
(in other words, the only time we saw them was at a party) would try
to make use of the privileges we gave our actives.  These privileges
included having little brothers.. we felt that a commitment was
necessary because the education and recruitment of new members is so
important for a chapter to survive.  We required meeting attendance so
people would have an idea of what's going on:  you can't always get
the best information from a bulletin board in an office.

We did find it hard at times to require people to volunteer, but we
also didn't appreciate people using our name and not doing anything to
justify it.  I guess that's going to happen wherever you go, though,
to some degree.
