As far as I know, UMOC is a unique project of APO chapters. I do not know who started it. During the 40s and 50s, many issues of the T&T noted UMOC contests, several having articles giving detailed information on how to run them. Many chapters over the years did variants on UMOC as some have noted here.
The March, 1951 issue has on its cover the new UMOC Key. This issue notes that the key was instigated by Alpha Iota Chapter at Ohio State, and its intended to be given to UMOC winners. It is also noted that UMOC has become one of the most popular projects of APO, providing funds for many good causes.
Personally I wish that a booklet on UMOC might be made available that would explain its history and explain how to run one (including the many variants that many chapters use). I think a lot of chapters might like to start doing this if they had the information on it.
