I was interested in the issue because my old chapter (Alpha Phi at
Washington University in St. Louis) started getting an influx of international
students who wanted to pledge APO. I came back to give a sectional conference
presentation on volunteering after college, and I was under the impression
that alumni from APO-USA were welcome with APO-Phil associations since our
principles and rituals are virtually identical. I had said that international
brothers were welcome to join APO-Phil associations in their home countries if
there is one, especially since APO-Phil has a broad international alumni
association base that we at APO-USA do not have. I probably gave the wrong
information on that contention, but it seems that what is already in place
leads to a larger schism between APO-Phil and APO-USA, which I don't think
was what Frank Reed Horton wanted in his original vision.
