No.

Alpha Phi Omega, USA and Alpha Phi Omega,Phil are two separate legal
entities.

A person who was already a brother of APO-Phil attending a school with an
APO-USA chapter would pledge just like anyone else who was not an APO-USA
brother. They would not transfer.

Similarly they are not alumni of Alpha Phi Omega -USA which is the group
granting the right for the alumni association you would be part of.

Having said that, I would encourage the APO-USA and APO-Phil alumni
associations in a city to have joint fellowship and service projects...
