Before the National Convention, the Board passed an amendment to the
National Board of Directors' Policy Manual, which established
mandatory volunteer registration. This was done, I believe, at the
July 2002 Board Meeting. There was a proposal introduced at the
convention, which went before the Alumni Relations & Internal
Volunteer Development Reference Committee (which I served on), to
establish mandatory volunteer registration. This was a resolution
which would have enhanced the National Board Policy Manual. Basically,
it contained the same thing except added a provision that would have
printed membership cards / certificates to all of the volunteers, and
included a subscription to the Torch & Trefoil as well. Due to the
printing costs involved, the resolution also proposed a small fee,
equal to the Annual Active Membership Dues (AAMD) for an active
member, except that the fee would be waived for Life Members, since
they already get the T&T anyway. The resolution passed the committee
unanimously, but was killed on the floor. The reason it did not pass
the floor was mainly because several section chairs spoke up against
the registration fee. Although a lot of them also felt that many
volunteers already spend a considerable chunk of money going to
conferences, and on photocopying and mailings and other expenses
(which is, of course, tax-deductible - although I'm not sure a lot of
people know that this is tax-deductible; or others may not itemize
their taxes).
However, despite the convention's proceedings, the National Board
Policy Manual amendment, which officially went into effect right after
convention, stands. So there is still mandatory volunteer
registration, albeit with no fee, and no registration
cards/certificates or Torch & Trefoils delivered to the volunteers. So
Bob London is essentially following the Board of Directors' Policy
Manual in this case.
The reason for mandatory volunteer registration, of course, is so that
the national office can keep track of who is volunteering. This
information is, of course, important when considering relationships
with other national organizations, as well as applying for national
awards like the Point of Light, or grants, etc,...
