I can't speak for the decision-makers, but here's my take...The original
resolution, as it was written, would have required registrants (with
certain exceptions) to pay a registration fee. This would
unquestionably need to have National Convention authority to pass. I
don't have access to the revised resolution, so I don't know if that
part stayed.
On the more basic issue of creating a database of alumni volunteers,
that is not inconsistent in principle or spirit with governing
documents, and so it shouldn't take a vote of the National Convention to
establish it. Personally, I think it's long overdue. The prior process
of keeping track of volunteers was 100% manual for staff and
committees...keeping track of addresses (which I did for several years
on S48 staff) is not often easy.
