My Boy Scout troop has a sister Sea Scout Ship (Explorer or Venturer, you
got me on that one). Chief Scout of the World is Baden-Powell, Chief Scout
Executive in the BSA CEO; there may have been another Chief Scout among the
Americans who founded the BSA and small groups that merged into it on
February 8, 1910, so Chief Sea Scout would be the top I think.

For those not familair with Sea Scout terminology, "Fleet" indicates a
National level, but "Portmaster" refers to the District Executive for Sea
Scouting. So they have mixed National and Local level terms. Or did it
mean that he was the top executive for Sea Scouting at the National office??
Something I will have to look into. One refers to him as Lt Horton, USNR
(US Naval Reserve). As these were taken in NY, Horton may have been the
Council Executive in that area, then later moved to Easton, PA, prior to
Frank Reed Horton meeting him in the early 1920s. Another states that
Horton was an illustrator for the 4th edition of the Sea Scout Manual! This
was the first true American Sea Scout Manual, and one I have yet to
personally see.
