The answers are no and yes. No, it can not be interpreted as sexual
harasment. Such a claim would require the cooperation of said female.
If she's not offended and thus takes it in the way it was meant (as a
inclusive term), it would certainly not be. Obviously, sexual harassment
is a violation of risk management.

If the person in question felt uncomfortable or someone who overheard
reported it, it would certainly be investigated. However, if a man at
work called a woman at work a man, I would wonder why. Honestly, I think
you comparing apples and kiwi fruits here.
