MessageMatt makes a good suggestion and I wont' shoot him for it. If =
ANY member has testimony they would like to offer, they can make =
themselves known to the committee (as Matt suggests, some committees =
will place a sign-up sheet on the door). There's no problem with that, =
so long as we are all aware that the final decision as to whether or not =
to take testimony rests with the committee. =20
Many committees posted sign-up sheets for testimony, particularly those =
things/items which were likely to generate a lot of debate. There's no =
reason that process could not continue.
It's much like a member who submits written testimony when he or she =
cannot be at convention: it gets delivered to the reference committee, =
but the committee can decide how much weight to give to that letter. =
They aren't required to give any weight to it.

I was one of the advisors for the Membership and Extension Committee =
in New Orleans. In the case of Extension membership, there were =
Brothers that came forward to speak for and against the proposed =
legislation. After hearing all of the voluntary testimony, the students =
on the committee decided among themselves that they had heard enough =
testimony to make a decision. The advisors did point out that if the =
committee wanted, they could subpoena any of the authors of the =
legislation. The committee deliberated some more and decided that they =
did have enough information without having to hear from anyone else.
My advice in the future (and Mark may shoot me for suggesting this) =
would be to check the doors of the meeting rooms during committee times =
to see if there is a sign-up sheet for voluntary speakers. M & E had =
one posted the whole time that we referred to. I guarantee that no =
offense was intended towards anyone that did not get subpoenaed by the M =
& E committee and wanted one.

well, another legislative bonanza has come and gone. Not sure what =
passed, but I know a lot didn't, at least of the stuff I proposed. Yeah, =
i did catch flak for the amount, but can't blame a brother for caring =
and thinking.
However, I was a bit annoyed. Not at things failing to pass. I was a =
bit surprised and perturbed that i was hardly subpoenaed at all in the =
convention. 3x in the first night. NONE on Saturday.=20
I'd like to hear from those on the committees who DIDN'T subpoena me =
and who discussed items that didn't make it out of committee. What =
happened and why?
I especially want to know what happened with extension membership. I =
heard it didn't make it out of committee. 10 co-signers and not even a =
subpoena in discussion! With that backing and detailed explanation, it =
must've generated debate and discussion in committee. I'm amazed I =
wasn't called in. What's up?
