In this legislative process, reference committees have great authority =
to decide how much time proposals get, whether or not any =
authors/submitters would be subpoenaed, what information they release, =
etc.  They may have felt that they had enough information to evaluate =
the proposal based on the item you submitted to them, they may have =
issued subpoenas to others on this matter that they thought could offer =
more insight (an author of a proposal may or may not be the most =
knowledgeable person to give testimony on a particular matter).  You =
yourself say, "With that backing and detailed explanation, it must've =
generated debate and discussion in committee".  I'm sure that it did, =
and your detailed explanation may well have made a subpoena for you =
unnecessary.

If members of the reference committee(s) want to respond to you, that's =
their option, certainly.  But I think it's fair to say that several =
authors/proposers were not subpoenaed.  For myself, I submitted two =
resolutions at convention and was only called to testify for one (of =
course, that committee worked me over pretty thoroughly, too, so I give =
them credit for that).

In the end, the committee has the authority to decide who it will speak =
to, and it should be that way.  There just is not enough time to have =
committees subpoena ALL the authors (or even the principal author) of =
ALL items that have been referred to them - they would NEVER be able to =
get their work done.  We have to trust that the committees do the best =
with what they have, and if they think they have enough information that =
they don't need to subpoena someone, that's their call.

In the orientation session for committee members, chairs, and advisors, =
we explained the subpoena process, what it's used for, why committees =
would want to use it, etc.  We also make it VERY clear that issuing =
subpoenas, tracking people down, and getting them to testify is a very =
time consuming job, and for most of the people who get summoned =
(typically Board members or office staff), it becomes an issue of time =
management.  So, we instructed the committees that if they need to issue =
one, they should feel free to do so, but only when they are convinced =
that they need to.  How individual committees chose to use that power =
was completely up to them (I myself received about 15 subpoenas dealing =
with the legislative process, not with specific proposals themselves - =
that's a lot of work for a fat guy like me running up and down 3 flights =
of stairs with no food! :-)  )

wasn't called in. What's up?
