A couple of quick clarifications (not intended as a complaint against
Dan):
1/ Please don't refer to the National Fraternity as "the national office".
The national office is both a physical building and a group of paid staff
who administer the fraternities activities on a day to day basis.
2/ The National Fraternity is not in debt, however there has been a deficit
the last couple of years (i.e. expenses exceed income). Debt implies
that liabilities exceed assets (more or less) which is quite different.

The National Board (program directors, etc.) decide how to spend money,
but much of it is based on directives from the students via the national
convention. Expenses can be reduced to a certain extent (through decisions
of the national board and staff of the national office) but of course the
programs are likely to suffer.
