That already exists. It is the National Pledging Standards, and is composed of 20 points. This 2 page document is printed in the Pledge Manual available from the National Office and on the webpage, and is available in other documents and as a separate document on the website. If you are not familiar with this document, I recommend reading it.
ALL Chapters should read this document and the Membership Policy and Risk Managament Policy and make sure their pledge programs conform. It does allow for leaway in some areas, and hard and fast rules in others. It allows for chapters to develop their own pledge programs that fit their university, while ensuring consistancy from chapter to chapter and making sure inappropriate elements are part of it.
When I teach on what Pledge Programs should do, I emphasis these 3 documents. Anyone who is or plans to be a pledge master or involved in their chapter's pledge program needs to be familair with these documents.

Several of us have gone over this before on-line. No one has ever said that all "HBCU Chapters do is haze". The issue is that several practices used in HBCU Chapters are now no longer acceptable, not just in the world of APO, but in the general world of the college Fraternities & Sororities. And some people can't seem to accept this and move on. And this is not just a problem with APO/APQ. I recommend people read some of the discussion in the area of Risk Management at the www.greekchat.com site so they can see that other GLOs have to deal with this as well.
Stressing stuff like History and Service and what our Fraternity is all about is what EVERY Chapter should do (see the National Pledging Standards).
