I can also tell you that I have had experience where a state university's
internal judicial system has gone out of its way to protect students guilty
of felonies including obstructing the work of the local county prosecutor in
investigating the case. All of this evidence, regardless of which side of
the debate about whether a particular result in a particular case is fair,
supports the contention that an iron clad rule to expel or not expel is a
bad idea. Discretion on the issue of expulsion is appropriate because each
case is different.

As a quick example. In Ohio, throwing a rock at a parked car and breaking
the windshield is a felony IF the car is owned by a State University.
Vehicular homicide is a misdemeanor.
