After a quick review, I did not find any legislation that involved a change
in the annual dues. The only legislation written with regards to the annual
dues section (Article VIII, Section 6) was the
MacKenzie/Worthington/Hainline amendment, which calls for deleting the
section entirely and is "locked" to the amendments dealing with raising
pledging and initiation fees (meaning that amending the amendment to
consider an annual due increase is outside scope).
It is rare, at least in my experience (going back to 1996 Nationals) for
someone outside the Board to propose an amendment pertaining to dues. This
is usually because the Board members have the best understanding of our
current financial position and the revenues necessary to meet expenditure
projects for the future (at least the next two years).
