I'm not saying this is definitely the case, but you could probably get
some of the beneficiaries by looking at goals established by the 2000
Convention that did not get implemented. Some of the goals
(particularly if you look at Media & Technology) would require various
levels of funding to implement, and considering the Fraternity's budget
crunch, I would think they'd be more likely to happen if there were more
money available.
