Disclaimer: I am not a lawyer or an accountant (although I've been doing the non-profit organization thing longer than I've been in APO).
The federal tax exemption provides for the ability of donors to make tax-exempt contributions to APO. State and Local taxing authorities must make the determination for whether or not non-profits are exempt. For example, non-profits must register with the Illinois Department of Revenue and get a sales tax exemption number. This number must be given to merchants so that you do not pay sales tax.
I went to the Louisiana Department of Revenue site, and wasn't able to find exemptions for non-profits (although there were some for a lot of other types...I think I might have saw one for stuff used in the 'harvesting' of crawfish and catfish), so either I missed it or they don't offer them.
