If he is an Honorary Member, the National Office would know.  Chapters must send in the Advisor/Honorary Membership form for anyone they want to make an Honorary Member (along with $5).  Honoraries are then assigned a chapter number and a national number and issued a card and certificate.

If some chapter made him an Honorary and did not send it in the paperwork, then he's not a real honorary member.  (same issue as when chapters fail to send in paperwork for pledges/new activites/advisors)
