Just so everyone knows, this is a problem and the National Office is aware of it.  apo.org's mail server is blocking access attempts by hotmail.com's mail server.  I opened a trouble ticket with the ISP on behalf of the affected users in Section 48, so we'll see where that takes us.

The only way around this presently is to use an alternate e-mail address.
