[APO-L] reason for spam on Apo-l

Hello Brothers.
Hopefully to answer at least the reason why we are receiving spam mail,
here's what I found...
After doing a check on the headers, I found:
* Send= Public
This means that anyone can send something to APO-L, regardless of the
person being subscribed to the list.
Is there a reason this option is selected, rather than Private (meaning
the subscribers are the only people allowed to post?)
