Spam is never "allowed" it's just done. It can be blocked at various levels,
always at the cost of making things more difficult for legitimate posters.
There are several ways people read the list other than direct subscription
and many people use multiple accounts. Also, there are non-subscribers who
send announcements about APO events. Limiting APO-L posting to subscribed
addresses only (which still wouldn't eliminate all the spam), would make it
harder for many APO-L readers to post and hurts the flow of conversation
since anything from an non-subscriber would be delayed until it could be
approved.
IUPUI is updating the LISTSERV software this afternoon and that upgrade is
suppose to include better anti-spam protection. Hopefully, that will cut
down on the junk. If it gets out of hand (and one message every few days,
doesn't count as out of hand), then I may have to restrict the list for awhile.

P.S. The list guidelines ask people to please not discuss spam sent to the
list, as that only magnifies the problem.
