The Kentucky part of Section 70 is pretty self-explanatory, since the
counties included are listed in the description of Region IV itself (whether
or not they are in the Central Time Zone). As for the border between 70 and
68 in Tennessee, it is the time zone line, which is on the eastern edge of
the Cumberland Plateau.
