To segue off of that a bit, there are a few types of people that are invaluable in getting/sustaining an extension effort. One of these that I haven't heard specifically mentioned is transfer membership. When we were working on reestablishing a local chapter, it was a couple of well-timed transfer members that essentially saved the effort.
I'm not saying that transfer members are any more or less likely to start a chapter on a campus that doesn't have one, but if we don't tap the ones that are willing, we're missing out on an opportunity. I know that when the member who's transferring takes the initiative to tell the National Office that they're transferring schools, practice has been to tell them whether or not a chapter exists on the campus. It would be useful if we could devise a way to be more proactive on the Fraternity side, finding more of the transfer members and asking the question: "if we could give you enough staff support, would you be willing to start a new chapter on campus?" This, of course, would depend on the student's willingness, the staff's availability, and administration support on the target campus, none of which are certain. However, it may turn up a few efforts that wouldn't otherwise be available.
